In the AP's headline the senators act and the president is refused. In Fox's the president acts — he pumps the brakes, the delay is his instrument — and Fox's body has Johnson reporting that Trump agreed to "just work diligently through August into September to do an actually better budget reconciliation bill." In the Examiner's rendering, sourced to the three senators who made the call, the night is an agreement between principals. Bloomberg assigns the verb to the bill itself, which passes "without Trump priorities" — an absence nobody is shown carrying. Five entries in four files; in each, the decision belongs to somebody else. One vote, four owner fields, and the record would not pass a uniqueness check; the newsroom published all four.
