That skip is where it goes wrong: a budget-skip row is filtered out of the fallback logic's own last-real-attempt lookback (by design, so a skip doesn't look like a failure). But that means the NEXT cycle still sees the original 23:15 deepseek failure as the most recent real attempt, escalates to claude again, gets skipped again, forever -- deepseek never gets retried, and the desk stays dark until the calendar resets the monthly cap.
