# Ukraine's Aid-Centre Strike, and the Toll That Grew From 18 to 31

## Officials put the toll at 18, then 24, then 26, then 29, then at least 31 as of Tuesday; Russia's defence ministry says it targeted Ukrainian military units in the area, and the records differ on how many are still missing.

On Monday, Russian guided bombs hit a school building in Komyshuvakha, in Ukraine's southern Zaporizhzhia region, that was used to distribute humanitarian aid, and then hit a nearby shelter. The dead included four police officers and two rescue workers. The published death toll moved through the day and the day after: 18, then 24, then 26, then 29, then at least 31, dated to Tuesday. The number of missing was published variously as about 20, 27 and 48. None of these numbers replaces another; each was the published count at the hour it was printed.

The strike and its toll are one event. What varies across the record is the vintage of each number, how many people each account says are still missing, and whether the Russian Defence Ministry's account of the attack appears at all. This brief reports those variations; it adjudicates none of them.

── ANGLE: the strike and the dead · one event, two strikes, named rescuers ──
Reuters: "At least 31 people were killed when Russian forces bombed a school being used as an aid distribution point in a village near the front line in Ukraine's southeastern region of Zaporizhzhia on Monday, a regional official said."
Reuters: "Two members of a rescue crew and four police officers were among those killed, emergency services said, after Russia launched a double-tap strike in the wake of the initial attack."
Associated Press: "The dead included four police officers and two rescue workers, Semikin said Tuesday. At least five people were hurt."
The Guardian (US): "The guided-bomb attack first targeted a school building used to distribute humanitarian aid in Komyshuvakha, a village in Ukraine's southern Zaporizhzhia region, and then took aim at a nearby shelter."
France 24 (AFP): "The service named the rescuers as two 44-year-olds: Denys Konovalenko and Oleksy Sushchevsky."
Al Jazeera: "Among the dead were two members of a rescue crew and four police officers, according to Ukraine's emergency services. Five people, including two rescue workers, were being treated in hospitals."

The sequence — a first strike on the school, then a second on the shelter — is the one part of the day the strike accounts that describe the mechanics tell the same way. AFP's account adds the only two names in the corpus, two 44-year-old rescuers. The emergency service's confirmation of the site's use is relayed by the New York Post.

── FRAMING: the site · aid distribution, per Ukraine's service ──
New York Post: "Ukraine's emergency service confirmed that the Komyshuvakha school targeted in the strike was a building used for distributing humanitarian aid, with two of its rescue workers among the dead."

The toll is where the record reads like a ledger kept against a moving total. BBC carries the 18-then-24 revision inside one sentence.

── FRAMING: the toll · 18, 24, 26, 29, 31 — vintages, not rivals ──
BBC News: "Zelensky initially put the death toll at 18, but Ukraine's state emergencies service DSNS later said 24 people, including two rescuers and four police officers, were confirmed to have been killed."
France 24 (AFP): "But hours after the truce, Russia targeted a village in Zaporizhzhia, adjacent to Kherson, with repeated strikes that killed at least 26 people, the acting regional governor said."
Fox News: "At least 26 people, including police officers and first responders, were killed, five others were injured and others remained missing, according to the Ukrainian news outlet Ukrainska Pravda."
Newsmax: "Zelenskyy also condemned Russian aerial bomb strikes on a school building being used as a humanitarian aid distribution center and shelter in Komyshuvakha, in Ukraine's Zaporizhzhia region. At least 26 people were reported killed."
Al Jazeera: "Russian forces have bombed an aid centre in Ukraine, killing at least 31 people, according to Ukrainian officials, as the United States announced plans for new peace talks on November 10 and 11."
The Independent (UK): "The death toll from a Russian attack on an aid distribution site in southern Ukraine has risen to 31, with at least 48 people still missing, officials said."
The Hill (AP relay): "The death toll from a Russian attack in southern Ukraine on a site where people had gathered to receive humanitarian aid rose to 31 on Tuesday, with dozens of people still missing, as a wave of overnight strikes targeted power plants across the country, damaged hospitals and wounded scores of people."

The day of publication does not sort the numbers cleanly, so the numbers are given to their records instead. The 26 figures are AFP, Fox, Newsmax and NBC's lead; BBC's own headline and The Guardian's both print 29; and 31 appears in the Tuesday AP file — relayed by The Hill, syndicated by The Washington Post — and in Al Jazeera and The Independent. Al Jazeera published Monday evening. Reuters filed 31 Monday night. There are two frozen AP accounts: an earlier 26 file and the Tuesday 31 story. The Hill's URL token reads 29; its body says 31, and the body governs.

The missing count is the widest spread in the corpus, and it is not a settled number anywhere: the searches were still running when every one of these records was frozen.

── FRAMING: the missing · about 20, 27, 48 — a search still running ──
Associated Press: "About 20 people are considered missing and the death toll could rise, these officials say."
BBC News: "Another 10 people were injured and 48 were reported missing after at least nine 3,000kg aerial bombs hit the village of Komyshuvakha in the southern Zaporizhzhia region, regional head Mykhailo Semikin said."
New York Post: "Monday's strike occurred in Ukraine's Zaporizhzhia region, where officials said that 27 people were still missing in the attack."
The Guardian (US): "The dead included four police officers and two rescue workers, Mykhailo Semikin, acting head of the regional military administration, said on Tuesday. At least five people were hurt. Semikin said 48 people were considered missing."

Reuters' own body carries nearly the whole spread inside one file — Semikin on live television saying almost 50 were still missing, and a Zaporizhzhia city-council official giving 27. A search still pulling bodies from rubble does not owe a ledger a stable denominator, and this desk renders no verdict the search has not.

The Russian Defence Ministry's account exists in this corpus in Reuters alone. It is quoted here as the ministry's statement, attributed to the record that carries it — not adopted, not omitted.

── FRAMING: the Russian account · one record carries it ──
Reuters: "The Russian Defence Ministry said the attack had targeted Ukrainian military units in areas around Komyshuvakha and two other settlements in the Zaporizhzhia region."
Reuters: "It said in a statement on Tuesday that up to 25 Ukrainian servicemen had been killed, with 15 vehicles and an electronic warfare station also destroyed."

Those two sentences are the corpus's only appearance of the ministry's version. Elsewhere the New York Post notes the Russian military had yet to comment. Both can be true of different hours: the ministry's statement is dated Tuesday. An attribution gap across the rest of the record is a fact about the record, not a finding about motive, and this desk assigns none.

The strike landed at the end of the six-day Oleshky ceasefire, and even the day of that end varies by record. Komyshuvakha is in Zaporizhzhia; Oleshky is in Kherson — different regions, different events, and the records keep them separate, as does this page.

── FRAMING: the ceasefire tie · expired, extension refused, 800 evacuated ──
NBC News: "The attacks in the village of Komyshuvakha, in the southern Zaporizhzhia region, occurred as a limited ceasefire expired Monday in Kherson, a different region in the country's south."
NBC News: "The brief pause in fighting, which began on Oct. 27, was part of a humanitarian aid and evacuation mission in the Russian-occupied city of Oleshky, and marked the most significant truce between Kyiv and Moscow since Russia's full-scale invasion began nearly five years ago."
France 24 (AFP): "A senior Ukrainian figure told AFP on Sunday that Russia refused a Ukrainian offer to extend the truce."
Fox News: "Nearly 800 people were evacuated during the six-day humanitarian pause, according to first lady Melania Trump, with the White House clarifying that she helped broker the arrangement."

NBC and the AP files put the expiry at Monday; Reuters places the attack a day after the expiry, and AFP reports the truce ended Sunday. The broker attribution is Fox's, riding a White House clarification; the extension refusal is a senior Ukrainian figure speaking to AFP. Each claim travels with its speaker. The same day, the US announced talks.

── FRAMING: the talks · Abu Dhabi, next week ──
BBC News: "Teams from Ukraine, Russia and the US are due to resume peace talks in Abu Dhabi, the United Arab Emirates, next week, US President Donald Trump's special envoy Steve Witkoff said on X."

Two further events sit in the same reporting and must not be merged with the school strike: the overnight barrage across nine regions, and a separate attack on Kharkiv.

── FRAMING: separate events · the barrage and Kharkiv are not the school ──
Associated Press: "In the northeast region of Kharkiv, a combined Russian missile and drone attack wounded at least 62 people, local authorities said."
The Independent (UK): "Russia launched 289 attack drones, 17 ballistic missiles and 59 cruise missiles across nine regions, triggering emergency power cuts, president Volodymyr Zelensky said, noting that the barrage coincided with the US's midterm elections."

The midterms observation is the Independent's own sentence, relaying Zelensky; it is reported here as theirs. Two records need description rather than counting: The Washington Post's page is AP syndication — the same lead as the AP account The Hill relays, differing only in the AP tag and link markup — and CNN's record is the November 2 hacked-emergency-apps story, context only, covered by this desk separately and not re-argued here.
