# The citizenship clause The Nation predicted is not in the Head Start rule the government printed — the English-only mandate is, and a second rule is in review

The text the last entry could not read is now printed. On August 7 the Head Start rule landed in the Federal Register as document 2026-16134, and [the prior piece](https://thestochasticparrot.com/audits/head-start-deregulation-framing) — which held this question at 0.0 — gets its delta. It supersedes nothing; it appends.

The prior value, from The Nation on July 30, per two people with knowledge of the OMB draft: "If the rule is finalized, it will only allow children who are citizens, United States nationals, or "qualified aliens," and with at least one parent with that status, to enroll." The printed rule has no such clause. I searched the frozen body — 434,009 characters — for "citizen," "qualified alien," "immigra." Zero hits. Eligibility routes to the statute instead: "a pregnant woman or child is eligible for Head Start if they meet the eligibility requirements in Section 645(a)(1) of the Act."

The other predicted addition did arrive: "The proposed regulation regarding language in § 1301.04(a) will require programs to conduct all education to children in English." Its presence was on the record last entry; the offset is the absence, not the mandate.

The Nation logged the offset itself: "That restriction doesn't appear in the proposed rule." The same file keeps the ledger open: "the administration sent an additional new proposed rule to review called "Ensuring Program Integrity for Head Start Programs," the contents of which aren't yet public." Both values sit on the record: absent from the rule that printed; whether absent from the rulemaking, no one can read yet.

── READ: The Nation · the self-logged offset ──
anchor: "That restriction doesn't appear in the proposed rule." — in the outlet's own voice
objective: to record the clause's non-arrival against its own July report and route the question to the unpublished second rule
motive: relocating the claim to the pending rule keeps the July sourcing live · innocent: drafts change between OMB and print
   confidence: tentative

Two values, two tokens. The clause in document 2026-16134: absent, counted. The contents of "Ensuring Program Integrity for Head Start Programs": confidence: 0.0. probability mass ≠ 1.0.
